I think maybe the first step is to think about what you want to write about and what type of zine you want to write.
So say you decided you wanted to write one about 'how much you love lemonade' (just off the top of my head and im drinking it! :D )
then i would go on to think about how you want to 'produce' your original. i recon there are three ways really... on the old computer, middle age typewriter or the new age handwritten. I guess which one you choose depends on one if you have a typewritter, you think your handwriting will be leadable after photocopying, or if you just love using a computer.
Then i think i would look at what size you want your zine. So A6 (quarter of A4), A5 (half of A4), A4 (a whole sheet of plain paper you put in a printer). There are pro's and con's to each of the sizes but mainly it depends on how much you have to write/draw/photograph. I prefere A6 mainly because there handy to post and my friend converted me with a long essay on the 'grane of a piece of paper' haha.
ermmmmm.... then all the rest depends on your decisions on the previous couple of questions...
i think ill leave it there otherwise im going to probebly bore you! haha
