I don't see that ISPs will support it, the industry is very much up in arms about it. Besides the fact it is techincally a ridiculous endeavour. I think it is really just a ploy by the govt to win family first ... but who knows.
I agree with you, it's pretty shocking stuff, although the Herald Sun isnt the most credible paper in the world. Any other news sources report on this? Will be interesting to see what happens in the senate.
