This is a process of making images by making dots in various sizes. if you enlarge a half toned image on a copier you can get it down it's component parts. Alternately, you could probably use photoshop or another image editing program to turn images into half tones.
The other thing going on is that this image has a black background and that can be done with a photocopier that has "invert" or you could do that in an image editing program as well.
Another thing I have noticed in his art is that he uses zipatone dots to create halftone like images and textures as well as moving an image on the copier glass the create other kinds of distortion.
